Can anyone tell by watching this video why I am not able to move the circle shape in this Blend object to raise the top of the object?

To use Operand you have to adjust the sub-object operand on the current object. IE, select the blend, select the shape from the blend operand list, move the shape in the viewport (don't access it from the modifier list and then try and move it). Once you access the shape below the blend you are no longer in sub-object mode, because you are not in sub-object mode you move the whole object.

Ok, got it, I thought I had to go down to the object that was being used as the operand to edit it.
Now that I've done that successfully, I can't get my object back together I have at least one of my subtraction operands that is still selected and won't go "back into place" or I get a Union object with outlines where the subtractions are supposed to be.

Unselect the object in the Boolean Operand List, or turn off the Display Selected Sub-object option above the Operand list.

Definitely some sort of error, after deselecting the display selected sub-object option, my extrude and boolean operations above the blend disappeared and all I have is the blend, though it still has the outlines where the booleans are supposed to be.

Ok make sure nothing is highlighted in the Boolean Operand list (the list with all the object names).

That was the problem to begin with, I couldn't get all the list to deselect, one was always selected.

All you have to do is click the highlighted name to remove it from the selection.
