The nPower tools are located in the Creation Panel dropdown. Switch from "Standard Primitives" to "nPower Tools 1", "nPower Tools 2", or "nPower Primitives".
If those items aren't there then the plugin isn't installed properly. BrepObject.dlo and BrepObjectBonus1.dlo should be installed in a folder that is located in the plugin.ini.

It looks like you have both an old and a new installation. That "Power Solids" directory shouldn't be there any more. I bet you have 2 versions of BrepObject.dlo (one in the Power Solids directory). Please uninstall and delete all versions of BrepObject.dlo and BrepBonus.dlo. Then re-install and it should work. Also make sure to install the version that matches your version of 3ds Max. Otherwise, it will not load.

The plugins you are seeing in the screenshot are not the actual plugins. Try renaming those to BrepObject.dlo.bak and BrepObjectBonus1.dlo.bak and make sure that you have a path to the PowerSolids directory in the plugin.ini. Make sure there is a path similar to:nPower Plugins=C:\Program Files\Autodesk\3ds Max 2008\plugins\PowerSolids\-Eric
